S.I.T.I.P. stands for Telematic Integrated Information System for the Ports. This is a pilot project in Italy, designed and created by the Apulia Region, with the aim of facilitating trade in goods computerizing all customs, administrative and trading procedures taking place within the Apulian ports.
The S.I.T.I.P. was officially introduced in December 2008 in the conference room at the Terminal of the Port of Bari. The project , directed and coordinated by the Apulian Region and funded under the European Fund PON TRANSPORTI 2000-2006, was the first to be completed in Italy for the computerization of the processes related to port transport of goods. The first version of S.I.T.I.P. will be used in the Apulian ports as experimental phase until November 2009.
"The real challenge is to strengthen the capacity of the Apulian ports to ensure quality services - said, presenting the draft, Mario Loizzo Alderman for Transport and communication routes of the Apulia Region - and this can only get through a steady growth of the ground facilities in the port areas. A lot was already done, just thinking about the inhumane conditions in which the port workers were involved recently. The computerization can speed up this process of growth".
Since June 2009, the S.I.T.I.P. has been enriched with new features through the integration of application module named A.R.T.S. (Access Rail Transfer from SITIP).
Always financed with funds from the European Fund PON TRASPORTI 2000-2006, the project ARTS was designed and constructed by the Apulia Region with the aim of extending the capabilities of SITIP management in the "rail" field and, in general, the typical processes that take place within an intermodal terminal sea / rail / wheel. The functionality of the new module ARTS were officially presented on 30 June 2009, at the Port Authority's coordination room at the Port of Taranto.
A.R.T.S. was designed to provide port operators the chance to get real time via computer or smartphone, the state of tracks and information on trains arriving or departing, to plan the selection and composition of the carriages of the train and to manage the operations of loading and unloading of goods.
Explaining the initiative, Mr. Carlo Dellino, the Apulia Region Manager for Transports, responsible for the procedure for the realization of both SITIP and its integrated module ARTS, said: "It's desirable, now, a greater involvement of both private and public institutions themselves, even to point efficiency through the use of new technologies, that will ensure automation required by the Directive from Mr. Renato Brunetta, the Italian Minister of Public Administration and Innovation".
